This component is fundamental to the success of the project.
The Project Committees including the Bilateral Steering
Committee (BSC), Project Coordinating Committee (PCC), the
Project Coordinating Unit (PCU) and the Financial Management
Committee (FMC) all have to be active for the project
objectives to be achieved. Other critical issues under this
component are Planning, Communication and Information
Management, as well as Management of Cross-Border Issues.
The meetings of various project committees were held as
planned. The BSC met on quarterly basis, the PCC on monthly
basis, the PCU holds weekly meetings and the FMC meets on
quarterly basis. Subsequent meeting of these committees are
scheduled as follows:

The PCU prepared annual work plans for all components for
the fiscal year 2004/05 in December 2003, and these have
been reviewed by the PCC and the World Bank. In addition,
the joint work plan that addresses bilateral issues have
been drafted by the two PCUs and have been submitted to the
World Bank for review and approval.
The two PCUs have also finalised the Project Communication
Strategy and this document has been approved by the BSC.
Furthermore, the Consultant responsible for the design and
maintenance of the current project website was appointed in
February 2004.
The PCU prepares quarterly progress reports for internal
purposes and six monthly reports for submission to the World
Bank. The reports outline progress made in the
implementation of the eight (8) components of the project,
highlighting planned activities to be implemented by MDTP
during the subsequent months.
Recruitment of district support teams and the establishment
of district offices are in progress. The candidates for the
three positions of District Conservation Officers (DCOs) who
will be coordinating project activities in the three main
districts have been identified and negotiations with these
candidates have been successful. Furthermore, interviews for
the three positions of Field Technicians (FTs) to be placed
in the districts were also successful. The DCOs will be
officially joining the project on 01 May 2004 while the FT’s
will be joining later on 01 June 2004. |
