  Nature conservation law in Lesotho is presently fragmented and is characterized by pieces of legislation, which do not adequately create the required environment and institutional arrangements for sound management of biological resources. Component 8 will assist in drafting a comprehensive national law for nature conservation and this will provide for the establishment of appropriate and effective institutional arrangement for nature conservation at all levels. To facilitate effective implementation of the law, capacity building in nature conservation and land-use planning will also be necessary.

An attempt to draft nature conservation law was earlier made by the MTEC. The process was so advanced that, the review of existing national and regional laws had already started but the initiative was never completed as planned due to inadequate resources.

Lesotho currently does not have a policy that specifically addresses nature conservation. The Environment Act of 2001 will, however, serve as a useful policy framework upon which the proposed nature conservation law will be based.

The PCC has established a Task Force to provide technical backstopping for the implementation of component 8, and the Terms of Reference for the consultant who will be recruited to draft the law have been prepared by the MTEC Legal Officer. The Legal Officer will also be attached to the MDTP as counterpart for purposes of capacity building for a period of three months.
